Section A: introduction
This guidance is for customers who have not claimed for the SFS Universal Layer.
Under this category, capital grant funding is available to support infrastructure and capital items that have been identified to address the impact of on-farm pollution, offering clear and quantifiable benefits to your farm business and the wider environment.
Please read this guidance document carefully along with the how to apply guidance if you wish to apply.
Building on experience and feedback from historical schemes, the following are key changes adopted for this:
- applications can be submitted throughout the financial year; there are no specific application windows
- more than one application and grant award can be live at any one time, subject to certain conditions.
- multiple selections will be run throughout the year
- grant awards must be accepted within 21 days of issue. As part of the acceptance of the grant award, you will be required to complete an indicative payment profile, indicating when you intend to submit your claim.
The application form will be available from 29 October 2026 and will remain open until March 2028, when it will be unavailable for a short time to make changes for the subsequent financial year.
Any changes will be publicised via our website, Gwlad and, where necessary, we will contact you directly.
We (Welsh Government) want to work with businesses and organisations who are proud of their reputation, what they deliver and their conduct. Welsh Government expectations of grant recipients explains the types of behaviours, cultures and values we expect to see ‘lived out’ by our grant recipients.
Section B: eligibility
You are eligible to apply if you are registered with the Welsh Government and have been issued with a CRN. Please refer to the how to register guidance or call the RPW Customer Contact Centre on 0300 062 5004.
You must:
- have at least three hectares of eligible agricultural land in Wales (including common land apportionment) registered with RPW, or
- be able to demonstrate you undertake over 550 standard labour hours on agricultural or ancillary activities
- undertake agricultural or ancillary activities on agricultural land. Agricultural or ancillary activities are defined in the Agriculture (Wales) Act
Agricultural activities include:

Acceptable documentary evidence for 550 standard labour hours is:
- an accredited accountant’s letter to confirm the business has completed more than 550 hours, or
- supporting evidence other than a letter from an accountant will only be accepted as evidence if it provides an equivalent level of assurance. This means that it should be verified by an independent, accredited source, such as a solicitor, with sufficient understanding of the business to confirm the claim of 550 hours work being undertaken
If documentary evidence is not submitted with the application, the application will not proceed to selection until the evidence has been received and may be rejected.
Eligible items
Only items included in the technical guidance will attract funding.
Applications for non-infrastructure items will only be supported if you can demonstrate and evidence compliance with the Water Resources (Control of Agricultural Pollution) (Wales) Regulations 2021.
The capacity of the item needs to be appropriate to the size of holding and volume of manure or slurry produced.
The investment must meet or exceed the minimum specification described.
Second hand equipment is eligible where you can demonstrate the following:
- it complies with current health and safety legislation
- is fit for purpose
- has at least five years life expectancy remaining
You must have management control of the land where the items are situated, for the lifetime of the grant award.
Ineligible items
- Items included on a current grant award for NMIS, Small Grants Efficiency, Small Grants Yard Coverings, Capital Production and Efficiency, Small Infrastructure.
- Investments to replace items previously purchased with public funding, such as EU or Welsh Government grant assistance (for the same farm business).
- The purchase of a slurry tanker or manure spreader where similar equipment has already been funded through the following Welsh Government schemes / SFS Optional categories:
- Nutrient Management Investment Scheme (NMIS)
- Sustainable Production Grant (SPG)
- Small Grants – Efficiency
- Capital Production and Efficiency
- Infrastructure and Equipment
- Replacements under an insurance claim.
- Construction of livestock housing areas.
- Converting buildings supported through this category for alternative uses, e.g. livestock housing, storage.
- Items that are not located on your holding as registered with RPW or on land where you do not have management control.
- Items that will be used for contracting or leasing.
- Own labour costs.
Costs related to the purchase of items are only eligible for grant aid when the cost has been correctly and fully defrayed by the claimant prior to submitting a claim.
Section C: maximum grant rate and maximum grant threshold
The indicative budget allocation for this category is £6.5m for financial year 2027/2028.
The financial year is defined as 1 April to 31 March.
The maximum grant award is £50,000 per application. The minimum grant award is £12,000 per application.
The grant provides a maximum 50% contribution for certain items, the remaining items are supported at 40% contribution towards capital investments (excluding VAT). The grant rate for individual items is detailed in the technical guidance. The grant will be a maximum 50% or 40% contribution against actual invoiced costs, depending on the item selected.
For instance, you are offered a grant award with an offer of grant towards the purchase of a slurry store with a value of £100,000. The maximum grant offer will be £50,000.
Your application may exceed the maximum grant. If your application is selected, the related claim will be capped to the maximum £50,000.
For example, should the item, on completion, cost more than £100,000, the grant will be capped at the original cost submitted in the application i.e. 50% of £100,000.
Should the cost on completion of the item be less than the original cost submitted in the application, (e.g. £80,000) the grant claim will be reduced to £40,000 i.e. 50% of £80,000.
Please note: Any expenditure approved under the previous Nutrient Management Investment Scheme does not count toward the maximum grant award under Infrastructure and Equipment – Nutrient Management.
You can apply and be selected multiple times; however, you can only have a maximum of 2 accepted grant award letters (GALs) live at any one time. Once you have submitted one application, the application will become available again once the first application has been selected and a GAL issued. Once you have two live GALs, the application will not be available again until you submit your final claim against at least one of the GALs.
Section D: the Water Resources (Control of Agricultural Pollution) (Wales) Regulations 2021
If selected, all applicants for the Infrastructure and Equipment – Nutrient Management must demonstrate their existing slurry storage capacity and future slurry storage requirements of the farm in relation to The Water Resources (Control of Agricultural Pollution) (Wales) Regulations 2021.
The slurry storage requirements can be established by using the Water Resources (Control of Agricultural Pollution) (Wales) Regulations 2021: farm workbook.
Before completing the template, please read the guidance document to identify the calculations required for your holding: The Water Resources (Control of Agricultural Pollution) (Wales) Regulations 2021: guidance for farmers and land managers.
The livestock numbers included in the calculations should correspond to the information submitted within the on-line application and numbers on the holding as recorded on the British Cattle Movement Service (BCMS)/Multi-species Wales.
If selected and you do not currently meet the requirements of the regulations, you will be required to demonstrate how the grant will enable you to reach compliance with the slurry storage capacity requirements of the regulations.
To be eligible for slurry spreading, chemical / pesticide / fuel storage items, or other general items, you must demonstrate that you are currently compliant with the Regulations or will reach compliance with the regulations following completion of the Infrastructure and Equipment - Nutrient Management grant award requirements.
Section E: permissions and approvals
Planning permission
You will be required to evidence submission of all relevant planning applications with your application e.g. a receipt from the Local Authority confirming your planning application has been received and paid for. If planning consent is not required, evidence will be required from the Local Authority to confirm this.
If evidence that a planning application has been submitted, or evidence that planning permission is not required, is not provided to the Welsh Government, the application will be rejected.
If your investment requires planning consent, the payment of any grant will not be made until planning approval documents have been submitted and verified by the Welsh Government.
If the investment has been considered by the planning authority not to require planning consent, you will need to provide evidence from the planning authority to confirm this.
Sustainable Drainage System (SuDS) Approving Body (SAB) approval.
If any of your items require SAB approval, the payment of any grant will not be made until SAB approval documents have been submitted and verified by the Welsh Government.
For an overview of what requires SAB approval and for more detailed guidance, please see: Sustainable drainage systems (SuDS): guidance.
If the investment has been considered by the local SAB not to require SuDS, you will need to provide evidence from the SAB to confirm this. While SAB approval is independent of planning permission, the evidence you submit will be assessed by the appraisal team in a manner consistent with its processes relating to planning consent.
Some applications for construction with drainage implications which require approval by the SAB may not require planning permission from the local planning authority (for example, permitted development less than 100 square meters). It should, therefore, not be assumed that the absence of a requirement for planning permission would negate the need for SAB approval.
Other consents
It is your responsibility to obtain all other consents, licences and permissions where required. You must also comply with minimum standards and legislative requirements regarding the environment, hygiene, animal welfare and all relevant health and safety standards.
Section F: notifying Natural Resources Wales (NRW)
If you are constructing a slurry or silage store that is new, substantially enlarged or substantially re-constructed, you are required to notify NRW, in writing, at least 14 days before construction begins.
Where a roof is constructed over a silage or slurry store, it is likely to impact on the integrity of the existing structure. For investments supported by the SFS Optional: Infrastructure and Equipment - Nutrient Management category, all applicants that receive support for a roof over a silage or slurry store must in all circumstances inform NRW 14 days prior to construction commencing. For a roof over a silage clamp or slurry store to be eligible, the store should meet the regulatory requirements or the exemption requirement for the store.
It is strongly recommended that you minimise the risk of losing any exemption you may currently have for your store and reduce the risk of receiving an enforcement notice by involving NRW early in the planning stage to prevent costly errors being made.
Note, if you require planning permission, NRW is a statutory consultee in the planning process.
Section G: the application, selection and grant award offer process
RPW Online
You can only complete an application for the Infrastructure and Equipment - Nutrient Management category by accessing RPW Online.
Further details regarding RPW Online are available on our website.
Agents acting on your behalf will need to register as an RPW agent. RPW Online guidance for agents and farming unions is available on our website.
Selecting items from technical guidance
The technical guidance lists all the eligible items you can apply for under the Infrastructure and Equipment - Nutrient Management category.
Before applying
Before applying, you should carefully consider how quickly you are able to complete items and obtain all relevant consents you wish to include as part of your application. If you feel you are unable to complete all activity in the current financial year and a future financial year is available to you, you should select this when prompted before you start the form.
It is essential, if you have any doubts about anything you need for your grant award, you request written confirmation from Welsh Government of its eligibility, before you incur the costs.
Engineer report
Applications for roofing over an existing slurry store or silage clamp will require an engineer’s report to support the application. The report should confirm if the silage clamp or slurry store’s structural integrity is maintained and continues to be compliant with CoAPR following erection of a roof.
Land parcel updates
You must have management control of the land included in your application. All land must be under your management control and mapped correctly on RPW’s Land Parcel Identification System (LPIS) before you submit your application. If you need to register land for the first time, notify RPW of a land transfer (either owned or rented land) or make other changes to any land parcels subject to your application, such as amending boundaries, splitting/merging parcels or adding, removing or amending permanent features, you will need to submit a Manage My Land (MML) via your RPW Online account. You will need to submit your MML in good time to ensure processing is complete to allow you to submit your application.
Submitting an application
The Infrastructure and Equipment – Nutrient Management application is available through RPW Online.
Guidance on how to apply and submit your application via RPW Online.
It is your responsibility to ensure that the application is correctly completed and that the information provided in support of the application is accurate.
If you have any questions about completing your application, please contact the
Customer Contact Centre on 0300 062 5004. They will provide help and support, including digital assistance if required.
Supporting documents
The documentary evidence listed below must be submitted with your application, or within 14 days of application submission if sending via post. The following must be submitted:
- evidence of calculations to demonstrate slurry storage requirements of the farm in relation to the Water Resources (Control of Agricultural Pollution) (Wales) Regulations 2021. The slurry storage requirements can be established by using the Water Resources (Control of Agricultural Pollution)(Wales) Regulations 2021 farm workbook
- latest certified accounts for the business (for the previous financial year)
- quotes for each item, if available
- evidence of funding available
- evidence you have submitted your planning application
- planning permission, if appropriate and available
- Sustainable Drainage Systems (SuDS) Approving Body (SAB) approval, if appropriate and available
- photographs: if you are applying for underfloor channels, roofing over existing yards and livestock yard renewal, you should submit photographs showing the location of these
- an engineer’s report if applying for roofing over an existing slurry store or silage clamp
The following documents may need to be submitted in support of your application if the items require it. This is not a definitive or comprehensive list:
- technical documentation such as design and specification
- technical specification for equipment and machinery
The full assessment of your application will not commence until the application, and all relevant supporting documentation has been received by Welsh Government. You may provide other documentation and evidence in addition to the above to support your application.
Quote details
You can submit required quotes either with your application, or after you have been issued with a grant award letter. If you have not obtained quotes at the time of submitting your application, you must enter estimated values in the application. You will then be required to submit the quotes using the action submission form, which will be made available to you via your RPW on-line account following the issue of a grant award letter.
The items will only become available for you to claim once all required quotes have been submitted and verified.
You must refer to Section I: Welsh Government competitive tendering and procurement technical guidance notes for further details.
The assessment process
Your application will undergo initial eligibility checks. If eligible, your application will progress to stage 1 of the assessment process. If not eligible your application will be rejected and you will be notified via your RPW Online account.
The application assessment process for Infrastructure and Equipment - Nutrient Management will be in two stages.
Stage 1
The following sections of your application will be assessed and scored against selection criteria:
- item
- suitability of investment
- project delivery
Stage 2
The following sections will be considered to complete the full assessment of your application.
- long term sustainability
- items/value for money
- risk and risk management
- financial and compliance
- cross cutting themes
Stage 1: assessment for selection
For stage 1, all applications will be assessed against a set of selection criteria. There are two methods of scoring being used in the selection process as detailed below.
The first method being used is for the item, where each item has a predetermined score. This is known as the item score.
Each available item as listed in the technical guidance, has been given a score based on the following three themes and weightings:
- nutrient efficiency: weighting x3
- energy efficiency: weighting x2
- water efficiency: weighting x1
The resultant score is given in the technical guidance against each individual item.
The second method is all applications will be assessed against a set of selection criteria and scored using a scoring scale of 0 to 4. This is known as the selection criteria score.
This method will be used for:
- suitability of investment
- project delivery
For each selection criteria, the assessment will be made against the information and explanations in your application.
Higher scores will be achieved by providing comprehensive explanations supported by examples of proposed activities and details of how those activities will be managed.
Lower scores will be awarded where explanations are simply statements of intent.
Scores
Score 4
Definition: detailed evidence provided: provides comprehensive and detailed evidence to demonstrate your project will meet the suitability of investment and project delivery criteria.
Score 3
Definition: satisfactory evidence provided: provides an acceptable level of evidence to demonstrate your project will meet the suitability of investment and project delivery criteria.
Score 2
Definition: insufficient evidence: lacks enough evidence to demonstrate your project will meet the suitability of investment and project delivery criteria.
Score 1
Definition: weak evidence provided - unsubstantiated evidence of need to demonstrate your project will meet the suitability of investment and project delivery criteria.
Score 0
Definition: no evidence provided.
A score of 1 or 0 (zero) will prevent the application from being considered for selection for stage 2 of the process, and your application will be rejected.
Your application total score will be based on the total items score divided by the number of items applied for which is then divided by the un-capped grant value of your application. This is then multiplied by the selection criteria score. For example, if you applied for the following:
Slurry store: item score 428.75, estimated value £80,000 (uncapped grant value £40,000)
Silage clamp: item score 465, estimated value £20,000 (uncapped grant value £10,000)
Total item value would be 893.75, divided by the total number of items (2) would be 446.88. This is then divided by the un-capped grant value £50,000, giving a total item score of 0.0089376.
The total item score would then be multiplied by the total selection criteria score.
For example:
Suitability of investment: scored 2
Project delivery: scored 3
Total selection criteria score would be 5.
The total item score would then be multiplied by 5, which would give a final score of 0.044688.
The final score for applicants who have claimed the SFS Universal Layer will have an additional weighting applied to ensure that they are prioritised over those who have not claimed for the SFS Universal Layer.
A threshold score will be set based on the available budget for that selection round and the highest scoring applications will be selected.
Where applications have equal scores and are of the same value and rank on the available budget threshold, Welsh Government reserves the right to either select or reject these applications, depending on budget availability.
Selection
The first selection round will be run at the end of January 2027, thereafter we will aim to run selection rounds on a monthly basis.
Outcome of stage 1 selection
There are 3 possible outcomes of the stage 1 assessment:
- application rejected as not met selection criteria score threshold i.e has scored 0 or 1 in either of the selection criteria. You will be notified via your RPW on-line account that your application has been rejected
- application scored sufficiently in selection criteria, but lower than selection threshold for current selection round. You will be notified via your RPW on-line account that your application has not been selected but will be considered for the next selection. If you do not wish to have your application considered in a future selection round you can request that it be withdrawn
- application scored sufficiently in selection criteria and has scored higher or equal to the threshold for current selection round. Your application will progress to stage 2 of the assessment process
Stage 2: full assessment of the application following selection
For the stage 2 assessment the information provided in the remaining sections will be assessed against the following rating criteria from which a decision can be taken about the award of grant:
• high: the applicant has provided robust and detailed responses against all of the evidence requirements
• medium: the applicant has provided satisfactory and detailed responses against most of the evidence requirements
• low: The applicant has provided potentially incomplete or insufficient responses against one or more of the evidence requirements
The quality threshold is a rating of ‘medium’ across all categories. If the application does not meet this requirement, you may be requested to provide further information. If a satisfactory rating cannot be achieved, the application will be rejected.
Your application will be assessed in accordance with the category guidance and will also be subject to due diligence checks (where required). It is only at that point will a final decision be taken to offer grant funding or reject the application. There is no guarantee that an application will be approved for a grant.
We will aim to complete the assessment of the application within 90 days of the selection of your application. If you delay replying to requests for further information this will extend the time taken to complete the assessment of your application.
We recommend you read the guidance carefully in order to provide the information requested with the application.
Outcome of stage 2 assessment process
If your application is successful following assessment, you will be issued with a grant award letter.
If your application is not successful, it will be rejected and you will be informed via your RPW Online account.
Grant award letter (GAL)
The grant award issued will be for a maximum of 24 months.
Your claim must be submitted by the grant award end date. This is the claim deadline.

Late claims and/or supporting documents will be accepted up to a maximum of 10 working days after the claim deadline. Late claim penalties will apply (see Sanctions below).
The late claim period is not applicable for the completion and defrayment of items included in your GAL. All items must be completed and fully defrayed by the grant award end date (the claim deadline).
We will issue a maximum of two reminders for any outstanding claims via your RPW Online account prior to the claim submission deadline.
Supporting documentation
You must submit the following with your claim:
- invoices for all claimed items. Each individual item and its cost need to be clearly identified on the invoice. Invoices must clearly display the word ‘invoice’ on the document and include the following:
- a unique identification number
- your company name, address, and contact information
- the invoicing company name and address
- a clear description of what you are being charged for
- the date the goods or service were provided (supply date)
- the date of the invoice
- the amount(s) being charged
- VAT amount if applicable
- the total amount owed
- evidence of defrayment of expenditure for all claimed items. Defrayment should be evidenced by bank statements. If the value of the transaction does not match the invoice value (for instance if you have bought non project items from the same supplier) a breakdown of the whole payment with supporting invoices will be required. If making payments by cheque, then a scan or photograph of the written cheque, before it is presented to the supplier, will be required in addition to the bank statement
- planning approval documents or proof planning permission is not required
- SAB approval or evidence that SAB is not required
- geo-tagged photographs are required for certain items. Detailed requirements and guidance is available in Annex A
It is your responsibility to ensure the items meet or exceed the specification in the technical guidance and you must submit documentary evidence confirming this. It is your responsibility to ensure the items meet or exceed the specification in the technical guidance and you must submit documentary evidence confirming this.
Grant awards not completed
If you have been advised by the supplier or contractor that they cannot deliver or complete works before the claim deadline, you must notify RPW via your RPW Online account. You should provide proof of ordering within a reasonable timescale and documentary evidence from the supplier or contractor to confirm that they cannot supply or install the item.
All circumstances will be considered on a case-by-case basis.
Requests to remove an item when submitting a claim will result in a sanction.
Sanctions
It is your responsibility to make sure the claim submitted is eligible and accurate and submitted with supporting documentation.
Your claim will be incorrect and sanctions may apply if:
- you have not submitted a claim and supporting documents by the claim deadline set out in your GAL
- you submit your claim and/or supporting documentation after the claim deadline set out in your GAL
- you have purchased materials or started works for items before the grant award is offered
- you have not completed all of the items listed in the GAL and you have not requested the removal of items
- any of the items claimed are listed under ‘Ineligible Items’ in section B
- you have completed items that do not meet the minimum specification set out in the technical guidance
- items have not been fully defrayed
- not all items claimed are present at a visit to your premises
Late claim penalty
If your claim and/or supporting documents are received within the late claim period, a late claim penalty of 1% per working day will be applied to your payment.
Any claims and/or supporting documents received after the late claim period will be rejected.
Penalty for unclaimed and/or ineligible item(s)
If you fail to claim all the items included in your GAL, payment will be reduced to the amount of items claimed.
However, if the value of unclaimed items is determined to be more than 10% of the eligible costs of the grant award, an amount equivalent to half the value of the unclaimed items will also be deducted from your payment.
Where a claim contains item(s) that do not meet the specification, materials purchased or works started before you received the GAL, have not been fully defrayed or are not present on the premises at the time of claim or an inspection, payments will be reduced to the amount of items that are deemed eligible.
If the value of ineligible items is determined to be more than 10% of the eligible costs of the grant award, an amount equivalent to half the value of ineligible items will also be deducted from your payment.
Where your claim includes both unclaimed items and ineligible items the value of these will be added together to calculate the payment reduction and whether a penalty will apply.
For example:
An agreement holder has the following items in their GAL worth a total grant value of £42,000
| Infrastructure and Equipment – Nutrient Management Item | Grant Value |
|---|---|
| Under-floor transfer/flow channels | £3,000 |
| Slurry stores and associated reception pits | £35,000 |
| Roofing over existing gathering area | £4,000 |
| Total | £42,000 |
The roofing over existing gathering area, worth £4,000 is not claimed. The total amount claimed is £38,000 (of a total grant value of £42,000).
As the difference between the amount claimed and the total value of the grant award is less than 10%, the total payment due is £38,000.
However, if the roofing over existing gathering area worth £4,000 is not claimed, and the under-floor transfer/flow channels worth £3,000 is also deemed ineligible, the value of the eligible claim is £35,000. As the difference between the eligible claim and the grant award is greater than 10%, an amount equivalent to half of the ineligible/unclaimed items is deducted from the claim.
Therefore, the total payment due is £31,500 (£35,000 eligible claim value minus £3,500 (50% of £7,000, the total value of ineligible/unclaimed items).
Exclusion
If you do not claim any of the items included in your GAL, you may be excluded from submitting further applications for the Infrastructure and Equipment – Nutrient Management category for 12 months from the date of the claim submission deadline and grant award end date.
Obvious error
Welsh Government operates an obvious error provision in accordance with the legislation governing the support and may be recognised based on any overall assessment of the particular case, provided the applicant or agreement holder has acted in good faith.
As a general rule, an obvious error may be detected from information given in the documents and information submitted as part of and in support of applications or payment claims, including supporting documents and relevant notifications, and as a result of coherence checks against other relevant information held by Welsh Government. In such cases, applications for support or payment claims may be corrected and/or adjusted at any time after their submission.
Exceptional circumstances
Exceptional circumstances are defined as unusual circumstances which are outside the control of the applicant or agreement holder, were unforeseen and could not be avoided, despite all due care and except at the cost of excessive sacrifice on their part. Examples that may be recognised include:
- natural events, such as prolonged adverse weather conditions, flooding, or animal or plant disease
- serious illness, injury or death affecting the business
- unforeseen loss of management control of land, for example where a tenancy is terminated or because of compulsory purchase
- financial circumstances such as bankruptcy
- evidenced supply chain problems
- criminal damage by a third party, such as arson or vandalism
For Welsh Government to consider and accept an event as exceptional circumstances, details must be received in writing within 60 days of the applicant or agreement holder, or someone acting on their behalf, being in a position to do so.
An event may directly affect just one member of a farm business or organisation, however, it should be explained how the events impacted on the ability of everyone in the business or organisation as a whole to meet their obligations. Additional documentary evidence may be requested and should be provided as appropriate.
The exceptional circumstances provision is available in respect of:
- late submission of an application or claim
- late notification of supporting documentation in respect of an application or claim
- the right to payment in respect of certain eligible areas declared on an application or claim but no longer available to the applicant or agreement holder because of an exceptional circumstances event
- the inability to comply with requirements, including eligibility conditions
- penalties applied to claims. The requirement for partial or full reimbursement of payments received
Each notification will be carefully considered on a case-by-case basis.
Offences
Offences Regulation 19 of The Agriculture Support Schemes (Eligibility, Enforcement and Appeals) (Wales) Regulations 2025 establishes offences in relation to certain aspects of financial support provided for under those regulations. That regulation and those offences are applicable to the Infrastructure and Equipment – Nutrient Management. Examples of offences include at any time giving false or misleading information, failing to provide information, evidence or copies of records when requested and preventing or otherwise obstructing an inspection, including failure to provide reasonable assistance in the completion of an inspection.
Where it is established you have committed an offence in accordance with the regulations your grant award may be withdrawn in whole or in part.
Unacceptable behaviour
Welsh Government officials, individuals or organisations carrying out duties on behalf of Welsh Government, should not be subjected to aggressive, abusive or offensive behaviour or unreasonable demands and persistence from applicants or agreement holders or their representatives. This also applies to members of the Independent Appeals Panel.
Managing unacceptable behaviour of Welsh Government customers explains what we consider unacceptable behaviour.
Unacceptable behaviour may lead to the withdrawal of payments and/or the rejection of applications or claims.
Recovery of previous payments
If it is found incorrect payments have been made, those payments may be recovered in whole or in part.
Where you are required to re-pay monies, you will be notified of the debt in writing by Welsh Government. Where a debt remains outstanding, the full amount will be automatically recovered from the first available future agricultural support payments that become due to you under the SFS, or any other support established under the Agriculture (Wales) Act 2023.
Section M: inspections
Welsh Government’s verification of grant award conditions may include site visits to a sample of agreement holders to ensure the items are on the premises and in situ where appropriate.
Your claim may be selected for a visit to verify the realisation of the investment before payment is made to you or it may be selected for a visit after payment has been made.
All details of your application, the details in your claim, and the declaration that you made in submitting the application and claim will be checked.
You must allow officials from Welsh Government, or their representatives, to inspect the items within five-years of the grant award end date.
If you refuse to allow a visit or obstruct an officer or fail to give reasonable assistance, Welsh Government may reject your claims or recover previous payments.
Section N: record keeping
You must keep all records and information you need to evidence that you have provided complete and accurate information and have complied with the grant award undertakings for 10 years from the last payment of the funding.
You will also be required to:
- supply any information about your Infrastructure and Equipment – Nutrient Management grant award within a period determined by Welsh Government
- make available to Welsh Government, its authorised persons or its agents, records, accounts, receipts and other information including access to computer data relating to your Infrastructure and Equipment – Nutrient Management grant award
- permit Welsh Government to remove any such document or record to take copies or extracts from them
Section O: changes to legislation and the rules
Legislation changes (including changes in interpretation)
The rules for Infrastructure and Equipment – Nutrient Management are based on the Agriculture (Wales) Act 2023 and the Agriculture Support Schemes (Eligibility, Enforcement and Appeals) (Wales) Regulations 2025 No. 1308 (W219).
Legislation may change from time to time, and you will be required to abide by any changes to the category rules following notification from Welsh Government.
Changes to rules or grant award
We may need to make changes to the rules and/or your GAL for a number of reasons. For example, we may need to update the management conditions to take account of the latest scientific advice or amend rules to take account of any changes to legislation. We will publicise changes on our website and, where necessary, contact you directly.
Section P: appeals and complaints procedure
Appeals procedure
Pre grant award
Stage 1: assessment for selection
There are no grounds to appeal decisions concerning stage 1: assessment for selection.
Stage 2: assessment
You may request an internal review of a decision taken at Stage 2: assessment. Your objections, including supporting evidence, must be submitted within 60 days of the letter outlining the decision you wish to be reviewed. This should be submitted in writing via your RPW Online account.
Officials will review and make a final decision and notify you together with the reasons for that decision.
Post grant award acceptance
Appeals concerning a Welsh Government decision once a grant award has been accepted are considered under the ‘Independent Appeals Process for Rural Grants and Payments’. This process allows you to request a review if you believe the Welsh Government has not reached a correct decision according to the rules.
The appeals process consists of two stages:
- stage 1: review by Welsh Government officials
- stage 2: review by an Independent Appeals Panel (if you are dissatisfied with the stage 1 response)
The Independent Appeals Panel makes recommendations to Welsh Ministers, who take the final decision, which concludes the process.
Appeals, including supporting evidence, must be submitted via RPW Online within 60 days of the date of the letter outlining the decision you wish to appeal against.
Appellants or their representatives must not make direct contact with members of the Independent Appeals Panel. We may consider this to be unacceptable behaviour in accordance with the managing unacceptable behaviour of Welsh Government customers guidance. Unacceptable behaviour may lead to the withdrawal of payments and/or the rejection of applications, claims or appeals.
Further details of the appeals process and how to submit an appeal using the online appeal form can be obtained from the Customer Contact Centre or our website at: Rural Grants and Payments appeals: guidance.

Section Q: monitoring and evaluation
What is monitoring and evaluation
Monitoring is the collection of data, both during and after scheme implementation to improve current and future decision making. See the Green Book (on gov.uk).
Monitoring and evaluation are closely related, and a typical evaluation will rely heavily on monitoring data.
Evaluation is the systematic assessment of the design, implementation and outcomes of the scheme. It involves understanding how the support scheme is being, or has been, implemented and what effects it has, for whom and why.
Evaluation also involves identifying what can be improved and how, as well as estimating the overall cost-effectiveness and policy impacts.
Monitoring data alone cannot answer all evaluation questions. Evaluation will therefore draw on a mix of both quantitative and qualitative methods in line with the Magenta Book (on gov.uk).
Why monitor and evaluate
Monitoring and evaluation are an important way of identifying lessons that can be learnt to improve both the design and delivery of future SFS support.
Monitoring and evaluation of the SFS
The SFS will be monitored, evaluated and reported by Welsh Government, through:
- the legal requirements of the Agriculture (Wales) Act 2023 focusing on the Sustainable Land Management (SLM) objectives, and
- evaluation of the scheme
Agriculture (Wales) Act 2023 requirements
Under the act, Welsh Ministers have a statutory duty to monitor, evaluate and report progress on the contribution towards achieving the SLM objectives of any support given by Welsh Government.
Monitoring plays a vital role that enables Welsh Government to be accountable by measuring its performance against the SLM objectives and the purposes of support. Reporting provides the Senedd and the public with appropriate transparency to enable them to track progress and achievements.
The act sets out a clear monitoring and reporting framework at both the SLM objective and support scheme levels. It contains five levels of reporting:
- the Multi-Annual Support Plan (MASP) is a five year forward plan setting out how Welsh Ministers intend to provide support during the plan period to contribute to achieving the SLM objectives. The first MASP was published in December 2024
- the SLM indicators and targets statement sets out how Welsh Ministers will measure progress towards achieving the four SLM objectives. The SLM indicators and targets statement was published in December 2025
- the Annual Report details the financial and non-financial support provided under Section 8 of the act during each financial year. The Welsh Ministers also publish details of support provided under other powers. The first Annual Report was published in March 2026
- an impact report will be published every five years by Welsh Government evaluating all the support provided. This will include an assessment of its impact and effectiveness of the support in achieving the purposes for which the support was provided, and its contribution to achieving objectives. The first impact report will be published in December 2030, reporting on the period up to the end of December 2029
- a Sustainable Land Management Report will be published every five years to assess the effectiveness of the actions taken by Welsh Ministers in accordance with the duty to achieve the SLM objectives. It will assess cumulative progress towards achieving the SLM objectives (since the SLM duty came into force) as well as progress made during the reporting period. It will also evaluate progress against the SLM indicators and targets and set out whether each target has been achieved. The first SLM report will be published in December 2026, reporting on the period up to the end of December 2025
The Agriculture Support Schemes (Eligibility, Enforcement and Appeals) (Wales) Regulations 2025 No. 1308 (W219)
These regulations make provision in respect of support schemes under which the Welsh Ministers provide support. Regulation 8 requires a person receiving support under a support scheme to provide information or evidence to the Welsh Ministers that may be needed in order to, for example, check that the agreement holder continues to meet the eligibility criteria and verify compliance with the scheme’s conditions:
- Regulation 8. An agreement holder must provide, in such manner and at such times as the Welsh Ministers specify, such information or evidence as the Welsh Ministers may require to:
- check whether the agreement holder continues to meet the eligibility criteria for receipt of support
- verify compliance with the conditions subject to which support is provided
- monitor the extent to which the purpose of the support scheme has been, or will be, achieved, and
- review or evaluate:
- any of the activities carried out by the agreement holder under the support scheme
- the success of the support scheme as a whole
There is a direct link between monitoring of the support provided under a scheme established pursuant to section 8 of the act and the reporting framework contained within the act. To satisfy the reporting requirements all support issued will be monitored to capture the impact and effectiveness of that support, as well as to apply appropriate and effective fiscal management.
Evidence submitted by applicants or agreement holders will be used to monitor the impact of the support schemes across the agricultural sector in Wales, including assessing the contribution of supported actions towards the SLM objectives. This may include data collected through inspections, declarations or scheme administration and will be subject to compliance with data protection legislation and scheme privacy notices.
Evaluation of the SFS
The SFS is the primary, but not the only mechanism of support provided by the Welsh Government to meet the SLM objectives. The SFS will provide a significant proportion of the monitoring, reporting and evaluation framework, ensuring the effectiveness and value for money of the scheme itself can be assessed. To support evaluation, scheme participants may be asked to take part in research activities. The information and feedback gathered through these activities will play a role in shaping future development of the scheme, helping to ensure it remains effective, responsive, and beneficial for the agricultural industry in Wales.
A future monitoring and evaluation strategy will set out how Welsh Government intends to assess how SLM objectives and schemes including the SFS will be assessed in terms of value for money and the outcomes it delivers for Wales, including economic, social and cultural outcomes.
The strategy will recognise the long-term nature of the outcomes sought and identify interim measures which can demonstrate progress considering performance and management data from Welsh Government, Natural Resources Wales (NRW) and other service providers.
What this means for you and your data
Welsh Government may share information you have provided in connection with your SFS - Optional claim (including personal data) with third party contractors to enable monitoring and evaluation of the scheme.
As a result, you may be contacted and asked to take part in research activities. The purpose of the research will be outlined; however, participation is voluntary. Any participation will help us to ensure that schemes remain effective.
Contractors will use any data provided only for the purpose of carrying out research activities on behalf of Welsh Government and strictly in accordance with UK GDPR.
