How to create and edit the 'publication: impact assessment' content type on GOV.WALES.

When to use
Before you create or edit content, you need to read and understand:
You should also have a version of the content ready for publication.
Use for documents that assess the impact of new initiatives or changes to legislation, for example:
- impact assessments
- equality impact assessments
- equality impact analyses
- integrated sustainability appraisals
- justice system impact identifications
- sustainability appraisals
Only add one impact assessment to each publication: impact assessment. For example, one for a children’s rights impact assessment and a second for a Welsh language impact assessment.
Group different impact assessments on the same policy using a collection.
Title and summary
Titles follow the pattern:
- name of policy: name of type of impact assessment
For example:
- Community cohesion programme: equality impact assessment
Most summaries follow the pattern:
- How the ‘name of policy’ may affect ‘description of the effects assessed by the impact assessment’
For search and to aid understanding, it may be better to use different words in the summary to describe the policy and type of impact assessment. For example, if the title is:
- The Disused Mine and Quarry Tips (Wales) Bill: data protection impact assessment
Then the summary could be:
- How the bill to make disused mine and quarry tips safer may affect people’s privacy and personal data.
Use the following standard titles for the names of impact assessments:
- integrated impact assessment
- regulatory impact assessment
- children’s rights impact assessment
- equality impact assessment
- Welsh language impact assessment
- justice impact identification assessment
- justice impact assessment
- biodiversity impact assessment
- data protection impact assessment
- rural proofing impact assessment
- socio-economic duty impact assessment
- health screening impact assessment
- health impact assessment
Use the following patterns for summaries.
- integrated impact assessment: a summary of ‘description of policy’ and its expected effects
- regulatory impact assessment: the likely costs and benefits of ‘description of legislative change’, for example, ‘the likely costs and benefits of reforming the NHS general dental services contract’
- strategic integrated impact assessment: the expected effects of decisions made in the ‘name of budget’
- children’s rights impact assessment: how ‘description of policy’ may affect children’s rights
- equality impact assessment: how ‘description of policy’ may affect people with protected characteristics
- Welsh language impact assessment: how ‘description of policy’ may affect the Welsh language and those who speak it
- justice impact identification assessment: an assessment for the Ministry of Justice of the effects ‘description of policy’
- justice impact assessment: how ‘description of policy’ may affect the justice system
- biodiversity impact assessment: how ‘description of policy’ may affect biodiversity in surrounding areas
- data protection impact assessment: how ‘description of policy’ may affect people’s privacy and personal data
- rural proofing impact assessment: how ‘description of policy’ may affect rural businesses and communities
- socio-economic duty impact assessment: how ‘description of policy’ may affect those disadvantaged due to their economic and social circumstances
- health screening impact assessment: decides if a full health impact assessment is needed for ‘description of policy’
- health impact assessment: how ‘description of policy’ may affect the health and wellbeing of communities

How to create
Creating a new publication: impact assessment
- Log in to GOV.WALES and LLYW.CYMRU.
- Select the Workbench view in GOV.WALES (you must start on the English site).
- Select Create content.
- Select Publication.
- Select Impact Assessment from the Publication field.
- Complete the Title field.
- Complete the Summary field.
- If your document is an HTML document, select HTML document from the PUBLICATION DOCUMENTS menu and select Add new publication document.
- Complete the Name field with the document title. Make sure that your document conforms with document filename guidance. Use the File field to upload your file.
- Type in the name of the HTML document in the HTML document field and select the correct document.
- If the document is only available in English or Welsh, select that language from the Language availability menu.
- When all fields are completed, select Create publication document.
- Repeat steps 7 to 11 to add more HTML documents.
- To add a document that is not in HTML select Publication document from the PUBLICATION DOCUMENTS menu and select Add new publication document.
- Complete the Name field with the document title. Make sure that your document conforms with document filename guidance. Use the File field to upload your file.
- If your document is in PDF format, select Generate a thumbnail to create an automatic thumbnail.
- If the document you are uploading is not a PDF, you must create a thumbnail and upload it. The thumbnail should be 160px (W) x 230px (H). Use the Thumbnail field to upload the thumbnail.
- If the document is only available in English or Welsh, select that language from the Language availability menu.
- When all fields are completed, select Create publication document.
- Repeat steps 13 to 18 to add more non HTML documents.
- If you have any additional content, select Add Content and paste any content into the Content field. This will always appear below the documents on the page.
- Tag to relevant Topics.
- If content is from or about an organisation complete EXTERNAL ORGANISATIONS with the name of the organisation.
- Add up to around 5 INTERNAL LINKS (NODE) to content directly related to the user needs being met by the publication: impact assessment.
- Do not usually complete INTERNAL LINKS (TERMS). Either the publication: impact assessment is relevant to a topic therefore tagged to it or linked to pages meeting specific user needs.
- To link to another website select Add External Link.
- To save and edit again before publishing select Save and Create New Draft. To save and specify when to publish in the future, set a date and time in SCHEDULING OPTIONS (expand this field which is usually to the right of the main editing fields). Then select Save and Approve to go live.
- To add the Welsh content, select TRANSLATE.
- Select Add from row labelled Welsh.
- Update fields with Welsh language content.
- To save changes without making them public select Save and Create New Draft (this translation). To save and make changes public select Save and publish (this translation). To save and publish on the date set in step 27, after selecting Save and Make Draft (this translation) select Save and Approve to go live (this translation).
- Ensure the Welsh and the English are in the same published state and check both languages, for example layout is correct and links work.
Editing an existing publication: impact assessment
- Find the existing publication: impact assessment either by browsing the public site or select Workbench then All recent content. You must do this on GOV.WALES as the English content must be edited first.
- Open the publication: impact assessment.
- Select EDIT DRAFT or NEW DRAFT.
- Edit the publication: impact assessment.
- Complete Revision log message (all languages) with brief summary of changes.
- To save changes without making them public select Save and Create New Draft (this translation). To save and make changes public select Save and publish (this translation).
- Make the same changes to the Welsh version of the publication: impact assessment.

The content paragraph is optional for a publication: impact assessment. It can be used to provide further information to reassure the user they have found the information they want. It may also help meet the user need without opening the document, for example by summarising the main recommendations in a report.
